When I lived in White House, Tennessee, the mayor fought tooth and nail to protect the local businesses by keeping Walmart out.
Their lawyer sneeringly told him: “You won’t always be mayor… but we’ll always be Walmart.”
He was right. Walmart eventually got their way, building right off the freeway in town and sucked up most of the business from the local business owners.
