If you aren’t comfortable with yours on another site, that is up to you but this is a political and news blog. Mods are expected to be fair, even-handed and drive the conversation in a positive manner but not allowing them an opinion is ridiculous. I’m sorry if you disagree and certainly that’s your right but it doesn’t change my mind.

    Ladies and gents, we are neither a pro-Hillary site nor a pro-Bernie site. However, we are a liberal/progressive site that hopes to see a Democrat elected president (given that it’s the only option if you’re on the left). However, ideology is irrelevant, as we are happy to have all opinions expressed here, even if they are conservative ones. The only thing we demand is civility. I trust and stand behind our mods who work tirelessly and fairly, and have demonstrated good judgement over a long period of time, both here and on FON.

    I am very proud of this site and who it attracts, and that is largely because the mods are dedicated to maintaining the proper tone, working tirelessly and thanklessly to do so. No one is banned because of an opinion, and mods are encouraged to opine just like anyone else.

    I understand that with passions arising from a contentious political

    There is something I’d like to ask those who know more than me about the US congressional system.

    Here in Australia, our senate has a six year cycle, with half the senate elected every 3 years. But under special circumstances, the prime minister can ask the governor general to dissolve the entire senate at an election and have the entire senate elected at once. It’s called a “double dissolution election”. Does the US have anything similar?

    That is, is there a mechanism to make the entire US senate go to an election, rather than just some seats in some states?

    And would that be a good idea, in the US? Here in Australia, each state has 12 senators, rather than just 2, so proportional representation is quite fair.

      No, there is no option to change the election cycle of the Senate. One third of the 100 senators are up every two years, for a six year term. The president cannot “dissolve” the Senate and declare them all open. As for proportional representation, that’s what the House of Representatives is for. The number by state ranges from one for the smallest states (Delaware, North Dakota, South Dakota, Vermont, Wyoming) to 53 for California.

        I didn’t expect that the president would be able to dissolve the senate, but I thought maybe there was a mechanism available – something like “must be supported by the House, the White House, and SCOTUS”.

        When I mentioned proportional representation, I meant within each state, not within the chamber. New South Wales, with a population of over 7.5 million, gets the same number of senators as Tasmania, with a population a little over 500,000. But each state gets 12 senators, with 6 elected at each election, so if 40% of the population of a state support a party, that party will get at least 2 senators in that state. It’s not a winner-takes-all system, like in America.

        EDIT: What I was asking was, would it actually be a good idea to have an option to dissolve the whole senate at an election in America, or would the fact that it’s only 2 senators per state mean that it would just make things worse?

          The way I see it, and a lot of people agree with me, the system is so corrupted by money, from special interest groups and PACS and Super-PACS, that it’s completely broken the way it is. It’s all about the money. A representative has to spend most of his two year term either running for re-election or raising money so he can run for re-election. The whole system needs to be overhauled, but I’m not smart enough to have the answer as to how.

            Fortunately, here in Australia, that problem isn’t really present. There are certainly issues with how our system works, but the kind of corruption seen over there isn’t common here at all.

            The fact that we have a three-year cycle rather than a two-year cycle helps us in that regard, I suspect. As does the fact that our donation laws are very strict on amounts and transparency.

            As an example of the difference in how our system works is a recent controversy that has been called “Choppergate”. The speaker of the house of representatives had used taxpayer money to fly, by chopper, to a private fundraiser. It resulted in her losing her job, and almost certainly will lose her seat at the next election.

            We have a public funding system for political parties, so a grassroots party that gets a reasonable number of votes gets reimbursed for their money spent (it’s a certain amount of money per vote obtained, as long as they get more than 4 percent of first preferences). At the most recent election, the cost of this system was $58.1 million – that’s the total amount of taxpayer money that was spent by political parties in campaigning.

            It’s not perfect, but it works fairly well.

          Although there is no mechanism for what you suggest, it’s worth noting that the Founders originally called for 2 senators to be appointed (not elected) by the state governor, and he had the right to recall them (pre 17th Amendment)
          The general thinking was that by having the governors appoint 2 upper chamber members, it would give them more of a say in matters concerning federalism. The senators would be loyal to the states not just because they were appointed by the states governor, but because they could be removed/replaced. Some argue repealing the 17th Amendment but I fail to see how anyone will convince a barely literate (politically) public the merits of maybe considering a return to what the Founders had in mind. Food for thought at any rate…

            I have seen some mention, by a great Australian political numbers guy by the name of Antony Green when talking about the need for a Senate here in Queensland, of the idea that a House of Review (which is what the Senate does) should be about half the size of the House of Representatives.

            If the US followed that logic, your senate would be about 200 senators, twice as many as you currently have. Perhaps that’s part of the solution. More Senators means more oversight, and more pathways to get laws passed. And it would mean more proportional representation (within each state), so some opportunity for minor parties to get representation in the Senate. Add in Preferential voting, and things might just get interesting.

            Having the state government able to recall a senator would be a good idea, so long as the replacement is then elected (a requirement could be included that states that the replacement must come from the same party, to avoid governments recalling senators of another party in the hopes of changing the balance of power).

            I do think your 17th Amendment didn’t quite get things right, but at the same time, the original system was designed more than 200 years ago, for a sparse population of 4 million people, in a time when senates were always appointed by governments. I’d suggest that it’s time to update the amendment.

              Increasing the number of senators would upset the balance of power and allow strong/rich states to dominate weak/poor states. JMO
              The real problem is campaign financing. 95% of the money being donated to these election campaigns is from corporations and special interest, not the citizens. Our elected officials don’t represent our interests simply because they have their own agenda.
              The hypothetical of a State with a republican governor, a republican house and senate, a republican AG, but 2 dem senators, means that state has no real federal representation. Just as bad, is a state like mine (Florida) we have 1 + 1, (1 dem 1 rep) so they cancel out each others vote giving Florida no say at all in the senate…we have a net 0 vote. Repealing the 17th would guarantee the state is represented at the federal level.
              Gerrymandering and population demographics allow well funded outside candidates to win elections in what would usually be considered “enemy territory” …Alaska was a great example,(of the opposite argument) I lived there for 20+ years. Our senators were bought and paid for by corporations that only wanted to exploit the state for its’ natural resources. They might have been the “right party” but they weren’t there to represent the people but rather, exploit them.

              Some thoughts on corporate donations…

              I love milk (not really) and have no problem with cows…but they can’t vote and shouldn’t be able to lobby my elected officials through some milk cabal created by corporations. Lobbying is nothing more than legalized influence peddling…corporations shouldn’t be allowed to make any kind of contributions at all simply because they can’t vote…
              Corporations might have limited person hood but they are not citizens by any stretch of the imagination. They should not be allowed to control US elections…and that is exactly what they do.
