Some pet owners in northeastern Pennsylvania will have to start paying closer attention to the weather. Dogs in Luzerne County won’t be allowed outside unattended for more than a half-hour if the temperature drops below 26, rises above 92, or if the National Weather Service issues a severe weather advisory.     Ok…the Trumpism of Spy on yer neighbors…I had a dog who wasn’t happy until the temp. hit freezing and colder….He was a Malamute…and Snow was his thing…

    authorized to temporarily confiscate dogs whose owners do not provide
    proper shelter
