White Missouri Lt. Gov: ‘Anglo-American Jurisprudence’ Is Working In Ferguson (Video)

Posted by | August 19, 2014 19:31 | Filed under: News Behaving Badly Politics Top Stories

OnTuesday,  Missouri Lt. Gov. Peter Kinder (R) argued that the curfew in Ferguson should be reinstated because “Anglo-American civilization” is working in Ferguson. “I don’t understand an argument for not reinstating it,” he told MSNBC host Ronan Farrow. “I don’t understand that. I’m not trying to be overtly political. I am saying, the people of Ferguson, the people of the state of Missouri are crying out for leadership.”

In reference to the Mayor of Ferguson saying  earlier there ‘is not racial divide in Ferguson,” Kinder told Farrow there“no question” that race was playing a role.

“We do not do justice in America in the streets though,” he said. (Martin Luther King, Jr. is spinning in his grave).

He went on to say,  “We have legal processes that are set in motion, that are designed after centuries of Anglo-American jurisprudence tradition.  They’re designed to protect the rights and liberties of everyone involved.”

“Our constitutional and our Bill of Rights protections have to be followed here, and we do not do justice in the streets,” he argued.

“That’s one of the great advances of Anglo-American civilization, is that that we do not have politicized trials. We let the justice system work it out,” he said without laughing.

Watch:

I wonder if that sounded better in his head before he said it out loud.

Let this video serve as a reminder to what happens when you don’t vote: Republicans like this idiotic LtGov from Missouri get elected.

I’m a MO resident, I never miss an election and I still forgot Kinder was the Lt Gov. Now I know why they don’t let him out much.

“I still forgot Kinder was the Lt Gov. ” That is a sad commentary regarding Kinder and speaks volumes about his character and worth of presence within the Missouri G.O.t.P.

LtGov: We don’t do Justice in the streets

Officer Darren Wilson seemed to believe to have the authority to do justice in the streets.

    • KABoink_after_wingnut_hacker August 19th, 2014 at 20:03

Exactly! He saw himself as judge, jury and executioner.

What do they think Zimmerman did? He wasn’t even an officer. But him and the Florida legal system seem to think that he street justice was justified.

  13. Karadion August 19th, 2014 at 20:34

It has nothing to do with white or black. He’s talking about “Anglo-American Jurisprudence”. If he said “Anglo-American” alone without the “jurisprudence.” then yes it might sound racist. News flash people, you are all “Anglo-American”‘s because you are speaking English. https://en.wikipedia.org/wiki/Anglo_American

    • Tommy6860 August 19th, 2014 at 20:41

Why not not just say American, see how that works? Did you miss the “Anglo-American Civilization” part? His use of “Anglo” when talking about race relations in the context of the events in Ferguson is telling. Would he have said this had the whole incident been among all whites?

      • Karadion August 19th, 2014 at 20:47

Because “Anglo-American” is an actual legal law term. Law classes you learn about the United States Constitution and the Anglo-American history behind it. Heck, even the country of Liberia, a country in Africa, is based on Anglo-American Jurisprudence. That’s not from me. That’s straight from the CIA’s factbook.
https://www.cia.gov/library/publications/the-world-factbook/fields/2100.html#li in a country that is dominantly black.

For example Anglo-Saxon (German) means something specific which it doesn’t always mean white but rather from specific parts of Europe. Just like Anglo-Celtics (British). Anglo means American.

Or maybe we should scrap out relationship with Great Britain because it is an “Anglo-American” relationship between the two countries. But since the court of public opinion has determined that is racist, we better break it up just to appease to the court of public opinion.

All English-speaking citizens in the United States or Canada are Anglo-American regardless if they’re of African, Spanish, Italian, Germans, Chinese, Japanese, etc.

        • Tommy6860 August 19th, 2014 at 20:56

Hard to give you the benefit of a doubt. Now, how many Americans out there that are not bigots, are actually going to read (or understand his spoken words) in the context you convey because legalese, seriously?

But like most people here, I can read your rpevious posts and when you make comments like these, it’s hard to take your intent here with even a modicum of honesty, when considering what you said in another forum regarding Micheal Brown’s mother.

I bet she even sees dollar signs just like Trayvon’s parents.

          • Karadion August 19th, 2014 at 20:58

Let’s see. The Lt. Governor is one of them, I’m one of them. 6 people here I’m not even sure because you twisted what he took and assumed that to be of something racist when it’s not even remotely close.

Thanks for pointing out you don’t understand Anglo-American. Are you going to stop speaking English and transition over to another language as your first language?

            • Tommy6860 August 19th, 2014 at 21:10

Let me put this in context for you, “Anglo-American” jurisprudence meted out on an “African-American”.

              • Karadion August 19th, 2014 at 21:12

So we should just skip the entire “Anglo-American Jurisprudence” and settle things unlawfully from this point on? So I can go in your house and steal all your property because you don’t believe in “Anglo-American Jurisprudence”? Heck, I can physically harm you because you don’t believe in any of that nonsense either?

What will our new jurisprudence be based on? Anarchy?

Should we just get rid of Due Process which are protected by the 5th and 14th Amendment of the United States Constitution as they are based on Anglo-American Jurisprudence?

            • granpa.usthai August 19th, 2014 at 22:23

In plain American, he’s making a highly politically motivated remark to appeal to the WHITE RACIST TERRORIST THUGS who support his WHITE RACIST HORSESH*T ., and is attempting to instigate an all out riot in the Greater ST. Louis area. Who knows, this WHITE RACIST SCUM may actually be successful?

              • Karadion August 19th, 2014 at 22:25

Oh, so you are in favor of scrapping the United States Constitution then? After all, it is based on Anglo-American Jurisprudence. Why do we even need a President then?

                • juicyfruityyy August 31st, 2014 at 18:41

NO!! The Re-thugs has been trying to rid our system of the Constitution. It boggles the mind that alot of them don’t know what is in the Constitution. .How easily they confuse it with the Bill of Rights.

                  • Karadion August 31st, 2014 at 19:56

Really? What about Tom Udall’s amendment proposal to cripple the First Amendment?

        • Tom Ward August 19th, 2014 at 21:03

It was a poor choice of words either way you look at it. Either it means nothing, or it means the culture of ethnic Englishmen is superior. That’s a stupid thing to say since the culture of all Americans is more like other Americans than any historical English culture regardless of your ancestry and regardless of the outcome of this 1 single event.

          So wtf is he saying?

From the wiki you linked to: “A person from the Americas whose ancestry originates wholly or partly in England (see British diaspora)”

          • Karadion August 19th, 2014 at 21:05

Englishmen? It has zero to do with “Englishmen”. This entire country is based on Anglo-American jurisprudence. When you go to court, you are exercising Anglo-American law in Anglo-American jurisdiction. “Anglo” is not white just like “Franco” is not white either.

          • juicyfruityyy August 31st, 2014 at 18:32

It was a deliberate chose of words. Just that no one was to suppose to get his meaning. We can see why the FPD is so messed up. It starts from the top.

        • KABoink_after_wingnut_hacker August 19th, 2014 at 21:03

Oh just give it a rest.
It’s a bloody dog whistle to every white trash trailer park in the state. Period!

        • raincheck August 19th, 2014 at 22:40

“WHITE” Anglo-saxon Protestant…. WASP …White Anglo-Saxon Protestant (WASP) is an informal term, for a closed group of high-status Americans of English Protestant ancestry. The term applies to a group believed to control disproportionate social and financial power.[2] The term WASP
does not describe every Protestant of English background, but rather a
small restricted group whose family wealth and elite connections allow
them a degree of privilege held by few others
          DOG WHISTLE

          • Karadion August 19th, 2014 at 22:46

However you’re missing this key part here. “Anglo-SAXON” which implies of German descent. This differs much differently from Anglo-AMERICAN and it does not imply of any descent.

            • raincheck August 19th, 2014 at 22:51

              You just don’t get it….

              • Karadion August 19th, 2014 at 22:52

No, you don’t. You don’t seem to comprehend the word “Anglo-American” which does not speak to any kind of ethnic group vs the word “Anglo-Saxon” (German descent), or Anglo-Celtic (British Descent), etc.

Did you even know you are an Anglo-American? By the simple fact you are speaking English?

                • raincheck August 19th, 2014 at 22:58

High-status Americans of English Protestant ancestry. The term applies
to a group believed to control disproportionate social and financial
                  power…Rich WHITE folks…..

                  • Karadion August 19th, 2014 at 23:06

Again, Anglo-American differs much from Anglo-Saxon. There is a group of countries called Anglo-America such as Canada, the United States, Puerto Rico (although it’s a territory of the US), Bermuda, etc etc but is there a group of countries called Anglo-Saxoy? If so? Where?

                • juicyfruityyy August 31st, 2014 at 18:29

No, you don’t understand the word and its implications. That word has White Power-White Justice written all over it. For some reason, you all think that people are ignorant, to the LT Gov’s meaning, when he used the words.

                  • Karadion August 31st, 2014 at 19:58

No, it doesn’t. Anglo means “British” or “English”. We have currently an “Anglo-American” relationship with Great Britain which we share many common laws of which our constitution is based off concepts from the British. However we’ve established “Common Law” which Great Britain does not have to this day still.

You are telling me you are in favor of scrapping “Common Law”? Got it, Anglo-American.

You need to stop speaking English immediately or you should be labeled a White racist. After all, you are an Anglo-American.

    • KABoink_after_wingnut_hacker August 19th, 2014 at 20:46

      Right…
And every redneck Fox viewing hillbilly, every KKK member, every white supremacist militia group and every republican who listens to Rush and Hannity heard it that way?
It’s just another racist dog whistle uttered by an old bigoted white man.

      • Karadion August 19th, 2014 at 20:48

No, it isn’t. Clearly you don’t even understand the legal law term behind it. I guess you’re in favor of scrapping our entire legal system it is actually called “Anglo-American Jurisprudence”. Heck, we should scrap the First Amendment or all following amendments because they were written in this Anglo-American country.

    • Anomaly 100 August 19th, 2014 at 20:48

Thank you for defining words for us!

    • tiredoftea August 19th, 2014 at 22:35

Perhaps he’s lexically correct, but the remark was incredibly tone deaf.

      • Karadion August 19th, 2014 at 22:35

So we need to have street justice from now on? Based on that, if the court of public opinion finds you guilty, so be it.

        • tiredoftea August 19th, 2014 at 22:37

No, we need equal justice under the law. Let’s start there, then we can do proper legal terms for all.

          • Karadion August 19th, 2014 at 22:38

So you agree with the Lt. Governor? After all, due process and equal protection of the law is one of the basis of Anglo-American Jurisprudence.

            • tiredoftea August 19th, 2014 at 22:39

Speaking the correct words and acting on them are two very different things.

              • Karadion August 19th, 2014 at 22:40

The Lt. Governor is not the Commander in Chief of the State. Nixon is. Nixon wants law and order restored and people agree that they want justice to be done in the proper form rather than leaving it to street justice. Crap like the New Black Panthers calling for Darren Wilson’s death without trial is unacceptable in civilized society.

                • tiredoftea August 19th, 2014 at 22:42

But, killing an unarmed black kid is entirely OK in your neck of the woods?

                  • Karadion August 19th, 2014 at 22:43

So you are arguing for street justice then?

                    • juicyfruityyy August 31st, 2014 at 18:24

Do you have an argument for fair court-room justice? Do you have an argument for fair trials, in which the blacks are the victims?
it is played in the streets so EVERYONE would know that a crime was committed and justice is not being served!!

                  • Karadion August 19th, 2014 at 22:45

Let me be clear. If Darren Wilson is found to be complicit in manslaughter or murder in the course of the investigation by both the proper authorities of the State of Missouri and the Federal Bureau of Investigation, then so be it and charge him accordingly in the proper court of law, and try him in the court of law. However if Darren Wilson is found by both investigation by both the State and the FBI to have acted in self-defense, then so be it.

                • granpa.usthai August 20th, 2014 at 04:40

Didn’t seem to bother the WHITE Anglo-American RACIST REPUBLICANS in the US CONGRESS one damn bit that crap like a group of heavily armed WHITE Anglo-American TERRORIST THUGS renounced the USA by proclaiming our non-existence, shutting down US Interstate Commerce by force of arms, locking ,loading and aiming at Federal, Local Law Enforcement and US Citizens by ‘street justice’, now did it?

Hell, even White Anglo-American Senator Rand Paul (R) Kentucky said they was just like him.

                • juicyfruityyy August 31st, 2014 at 18:19

What the people of Ferguson is calling for is called justice. Wilson, should have been arrested. NOT given a free past to leave town. He IS guilty for the shooting and he IS guilty for his actions by leaving town.

                  • Karadion August 31st, 2014 at 18:51

Oh I missed the trial! When did they declare Darren Wilson guilty? What were the charges he was found guilty of?

            • whatthe46 August 19th, 2014 at 23:17

              where was brown’s due process?

              • Karadion August 19th, 2014 at 23:55

So you’re telling me that the police or anyone should never act in self-defense if they feel their life was in danger. In fact, where were the due process for anyone in Chicago who have been murdered this last week? What about the knife guy in St. Louis today that no one cared about after he threatened multiple officers with a knife?

Until I see the investigation report, the trial if there is one, etc, I’m going to remain neutral of any opinion which you’ve clearly set your mind that Darren Wilson is guilty.

                • whatthe46 August 20th, 2014 at 00:37

apparently not “anyone” is allowed to act on self defense. t. martin wasn’t afforded that right now was he. he believed his life was in danger by some stranger following him home. even zimm himself acknowleged that marting tried to hide from him. but, dead men don’t speak and zimm was the one given the benefit of the doubt. brown was shot 6 times. don’t you think that he was afraid for his life? isn’t it reasonable to believe that when he was grabbed by a cop (and with the history of this P.D.) he reasonably believed his life was in danger? because clearly this cop was pissed that they weren’t walking fast enough to make it to the side walk, that he even backed his car up. if he had seen the cop car and started to immediately run, then you’d hear “he shouldnt’ve run. damned if you do damned if you don’t. or should he not be afforded the same beliefs because a cops “fear” trumps? respect for brown, by this cop went out the window the moment he laid eyes on him. yes in my mind he’s GUILTY of murder.

                  • Karadion August 20th, 2014 at 00:45

Wait hold on. Are you saying Trayvon Martin attacked George Zimmerman?

Withess #8 aka Jeantel did not say Martin believed his life was in danger. Only that he said he believed George Zimmerman was “creepy ass cracker”. She was the one that insinuated that he might have been a rapist.

Now Brown was shot 6 times from front based on the state autopsy report and family autopsy report. This was after the narrative was determined that Brown was shot from behind for a week based on Dorian Johnson’s statements.

You’ve already prejudged without seeing the actual evidence. Good job. Good thing you won’t be a juror.

                    • whatthe46 August 20th, 2014 at 01:06

you hold on. of course not. zimm (wanna be cop attitude) was just as mad as this cop in that, martin was “questioning” him about following him and zimm didn’t feel he was being respected and i’m 100% sure he put his hands on martin first, martin had everyright to defend himself. this cop was mad because the boys weren’t moving fast enough, when he said jump, they didn’t ask how high. there’s still cause to believe even with the autopsy report that he could have been shot from beind, hitting his lower right arm first, then he turned around. at 6’4 and standing and at 35 ft. away, you can’t begin to explain how he ended up with a shot to the top of his head while “charging” or that the shot to his eye socket was angled to the point where it ricocheted of his jaw bone causing downward entry, exit and re-entry wounds. there were also reports that not only were his hands up, but he was getting down. and about prejudging, at least he gets to argue for himself right. prejudging!!!! brown was prejudged.

                    • Karadion August 20th, 2014 at 01:25

“martin was “questioning” him about following him”

Where in the trial says this? Jeantel doesn’t even mention this either which the phone was on during the altercation. After all, she is the “ear”-witness.

Another thing is that Jeantel stated that Trayvon Martin was already in his father fiance’s home so why did he leave the home? With that said, Martin obviously went out to instigate a situation when he was already free, clear, and safe. His father’s fiance’s home is more than 10 houses away where the altercation occurred so it certainly wasn’t outside their home.

“there’s still cause to believe even with the autopsy report that he could have been shot from beind”

Are you literally telling me that 6 bullets somehow made a complete U-Turn around Brown’s body into the front? Ballistic trajectory doesn’t work that way. All bullets were not through and through’s. Both medical examiners have testified to that including the pro-bono family hired medical examiner. The last two bullets entered his head which he felt no pain contradicting Dorian’s testimony as well again based on the pro-bono Medical Examiner. Another thing is that the superficial wound on his hand does not match what you are trying to suggest. If his hand was “down”, then the bullet would have been a through and through. Instead his hand was outwards into the path of the trajectory. The grazed wound is like that of a papercut based on Shawn Parcells’ statement. Until then, the FBI autopsy will reveal much more details on how far the bullet impact is (which tells how far the bullets were fired from), how Brown was positioned, etc.

good GOD you’re a liar!!! “Are you literally telling me that 6 bullets somehow made a complete U-Turn around Brown’s body into the front?” you are slower than molases straight from the fridge. how did you read that from my statement is beyond me.

                    • Karadion August 20th, 2014 at 11:15

I’m a liar? You’re the one telling me you don’t understand ballistic trajectory. Prove where I am wrong. The lawyer for Brown’s family is the one that claimed that the bullets COULD have entered from behind when no such thing happened. All bullets entered from the front. The only way bullets can “turn” is if you were firing straight up in the air which they must come down once it loses velocity.

                    • granpa.usthai August 20th, 2014 at 04:33

lots of little ‘FACTS” were allowed not to be heard at the ‘trial’. The one thing that does stick out is that concrete sidewalks are considered a deadly weapon if an INNOCENT CHILD (not one damn WHITE Anglo-American RACIST has yet stated WHAT F*ING CRIMINAL ACT tipped the WHITE Anglo-American male (as so stated by his Florida Licenses) child stalking murderer off) makes use of one while fighting for their life.

-and I doubt very much that the officer who shot Dead a young Black US Citizen with excessive shots even suggested to him that concrete sidewalks were ‘legal’ for young Black US Citizens to walk on in Missouri?

                    • raincheck August 20th, 2014 at 10:59

Just because no bullets had entered his body from behind… doesn’t mean he wasn’t shot at from behind… He did have a graze mark on his arm that could have come from behind… Good thing YOU won’t be a juror too…

                    • Karadion August 20th, 2014 at 11:13

Which you’re telling me that you don’t understand trajectory ballistic. Bullets do not magically change directions. The fact that the first four bullets entered on the left side of the body with no through and through and the last two are entered at an upward angle clearly implies that all bullets were fired from a shooter slightly to the right.

                • whatthe46 August 20th, 2014 at 00:42

and as far as the St. Louis case: mental illness? funny how even with the description of his behavior, no one seems to have afforded him that excuse. and we all know if it were a white guy acting out that way, that would have been the first thing mentioned. and we would hear from his parents he hasn’t been acting “normal” for sometime now. and this would have been an entirely dfferent outcome. just sayin’ he would have been on the ground jumping around like a fish out of water from being tased.

                • granpa.usthai August 20th, 2014 at 04:20

You’ve clearly set your mind that Darren Wilson has to be innocent. Much like the child stalking/murdering Anglo-American with white males licenses issued by the not so ‘neutral’ WHITE RACIST state of Florida, or the band of heavily armed WHITE Anglo-American TERRORIST THUGS in the not so neutral WHITE RACIST State of Nevada.

            • granpa.usthai August 20th, 2014 at 04:14

the Missouri WHITE Anglo-American UnderGovernor said:

“We (assuming USA) do not do justice in America in the streets though.”

              blah, blah, blah.

I would call that a blatant WHITE Anglo-American RACIST propaganda LIE.

              • Karadion August 20th, 2014 at 11:11

So who is the real racist here? It appears to be you since you are much focused on race whereas the Lt. Governor was focused on the law. You know, you do know that the law/justice has no racial bias when it comes to implementation. The people that writes the law may though. As for Jim Crow laws, I’m not aware of any on the book today that still is in effect.

        • granpa.usthai August 20th, 2014 at 04:07

That appears to be EXACTLY what was ruled in Kliven’s Kow Kountry without opposition from any WHITE Anglo-American RACIST REPUBLICAN in the US Congress.

    • raincheck August 19th, 2014 at 22:44

White Anglo-Saxon Protestant (WASP) is an informal term, sometimes derogatory or disparaging,[1] for a closed group of high-status Americans of English Protestant ancestry. The term applies to a group believed to control disproportionate social and financial power.[2] The term WASP
does not describe every Protestant of English background, but rather a
small restricted group whose family wealth and elite connections allow
them a degree of privilege held by few others…. DOG WHISTLE!

      • Karadion August 19th, 2014 at 22:47

Did the Lt. Governor say “Anglo-Saxon”? No. Did the Lt. Governor speak of Protestant groups such as the Baptists, Lutherans, Anglicans? No.

      • Anomaly 100 August 19th, 2014 at 23:02

^This. His tone deaf remarks are not helping an escalating situation. He needs to actually think before he opens his big fact mouth.

Hell, we (democrats) have been all over Governor Nixon’s case and he’s a democrat. But Republicans won’t call out one of their own for being reckless in their remarks.

        • Eric Trommater August 19th, 2014 at 23:49

Nobody gets to be Lt. Governor without having enough political savvy to know how using the phrase ‘Anglo’ in front of anything and then following it with “is working just fine,” is going to read by the majority of people. He knew exactly what he was doing. It wasn’t even a coded message or a dog whistle it was a direct attempt to add fuel to the racial fire.

          • Anomaly 100 August 19th, 2014 at 23:51

He just threw out red meat to his Republican-base and they’re eating it up.

            • Karadion August 19th, 2014 at 23:56

Do you have an example of who in the Republican base?

              • granpa.usthai August 20th, 2014 at 04:04

Mostly Southern White Racist (I know because I grew up amongst them with many offers and a few threats to join their merry band of ‘night riders’). The KKK, The White Aryan Nations, The UNREGULATED Militias, The American Nazi Party. Child stalking murderers with Florida Licenses. and a bunch of lawless heavily armed Kowboys that wear outdated Nazi Africa Korps Kaps.
That’s the everyday typical Anglo-American Republican, USA, 2014.

White Anglo-American Senator Rand Paul (R) Kentucky says so, and he should know because he says they are just like him.

                • Karadion August 20th, 2014 at 11:09

Really? Do you have any evidence of that? Not even the SLPC says it’s that bad. Or are you just embellishing to try and spice it up a little bit?

          • granpa.usthai August 20th, 2014 at 03:55

            AGREE!

It was a rally call for all heavily armed Anglo-American WHITE RACIST TERRORIST THUGS to come in and force another back down by the Feds. Also to intimidate and infuriate as many Anglo-American Blacks nationwide as possible. If he were not a WHITE RACIST Anglo-American Republican with preferential US Government treatment, he’d be in a federal holding cell waiting to face charges of tampering/hindering a Federal Investigation or at the very least attempting to incite a race riot.

            • whatthe46 August 20th, 2014 at 04:53

              AGREED AGREED AGREED!!!

All English-speaking citizens in the United States or Canada are Anglo-American regardless if they’re of African, Spanish, Italian, Germans, Chinese, Japanese, etc descent.

The term applies

                  power…Rich WHITE folks…..

Again, Anglo-American differs much from Anglo-Saxon. There is a group of countries called Anglo-America such as Canada, the United States, Puerto Rico (although it’s a territory of the US), Bermuda, etc etc but is there a group of countries called Anglo-Saxony? If so?

                      See: http://3.bp.blogspot.com/-Qn_IWsAzZiU/UEiw6nA3tGI/AAAAAAAAEvg/1ZLVErM9gwU/s1600/images.jpg

The grazed hand wound is like that of a papercut based on Shawn Parcells’ statement. Until then, the FBI autopsy will reveal much more details on how far the bullet impact is (which tells how far the bullets were fired from), how Brown was positioned, etc.

                    • whatthe46 August 20th, 2014 at 01:38

good GOD you’re a liar!!!

“White” Anglo-Saxon Protestant (WASP) is an informal term, sometimes derogatory or disparaging,[1] for a closed group of high-status Americans of English Protestant ancestry. The term applies to a group believed to control disproportionate social and financial power.[2] The term WASP
does not describe every Protestant of English background, but rather a
small restricted group whose family wealth and elite connections allow
them a degree of privilege held by few others…. DOG WHISTLE!
EDIT: Notice the part where it says white?

Yes, even Obama and Holder are exercising Anglo-American rights given to them by our constitution by enforcing the law and trying to keep order. Even Nixon is exercising Anglo-American law given to him under the Missouri State Constitution. Unless you want to scrap all of that?

It has many definitions; including one as a legal term. It also is defined as—-Anglo-American n. An American, especially an inhabitant of the United States, whose language and ancestry are English. With this exclusive definition; yes, I do disagree. If you were to ask the American Indians, so would they. In this particular case, involving this particular incident- he chose his words to incite, to divide, to send a message. He could have chosen many ways to express the intent of lawfulness; instead he intentionally sent out a dog whistle.
