Click here for reuse options!The athlete was pulled over by police doing 84 mph in a 45 mph zone early Tuesday morning. His blood alcohol level was nearly twice the legal limit, TMZ reports. The gossip outlet also noted that Phelps had been on an “8-hour gambling binge” in Baltimore the night of the incident.
