Maryland Senate Panel Approves Repeal Of Death Penalty

The bill originated with Governor Martin O’Malley who seeks to eliminate the death penalty.

The committee sent the bill to the Senate floor 6-5 as Sen. Robert A. Zirkin, a Baltimore County Democrat, dropped his long-held opposition to repeal of capital punishment and provided the decisive vote.

The bill is expected to go before the full Senate next week. Advocates of repeal say they have the votes there and in the House of Delegates to pass the measure, and they welcomed Thursday’s action by a committee that has been seen as an obstacle to their position.
