First Amendment Compromised? Bill Would Further Restrict Protests At Military Funerals

Protests at military funerals are already banned with in 300 feet from an hour before to an hour after, with violators facing fines and up to a year in prison. The new restrictions would be two  hours on either side, and up to two years in prison. Is this too much of a free speech compromise?
