There is reason to believe that an Obama administration can reform marijuana laws.  John H. Richardson in Esquire likens the possibility to when FDR legalized beer after and how jobs were created as a result.  In July, Obama discussed his desire for a more enlightened drug policy with Rolling Stone.

“I would start with nonviolent, first-time drug offenders. The notion that we are imposing felonies on them or sending them to prison, where they are getting advanced degrees in criminality, instead of thinking about ways like drug courts that can get them back on track in their lives — it’s expensive, it’s counterproductive, and it doesn’t make sense.”

In 2004 Obama said he wasn’t for legalization, but that the drug war is “an utter failure,” and that “we need to rethink and decriminalize our marijuana laws.”
