White House Declares Benchmark Succeses

By its own admission, according to its own State Deparment, 15 of 18 benchmarks have received “satisfactory” marks.  The American Conservative calls it an “empty report” that is “sneakily misleading.”  Why not just say that 15 benchmarks have been met straight out, for one thing?  And why did the White House more recently say you can’t measure success anymore by these benchmarks?

And the General Accounting office is disagrees with this report, saying that politically and economically, there is little progress.  The State Department report says that “70% of all formed units can now conduct [counter-insurgency] operations with or without Coalition support,” but the GAO says 10% of Iraqi units have full operational readiness.
