He says he didn’t know that Kerik used an apartment in the World Trade Center for rescue workers as a love nest.

Russert: Why was it appropriate for you to give taxpayer-funded security to your girlfriend?
Giuliani: I’ve had security for years.
Russert: It wasn’t for you; it was for your girlfriend.
Giuliani: Every assessment wasn’t made by me, but by someone else.
Russert: No one knew at the time who Judy Nathan was.
