John Bolton Accuses NIE Of Relying Too Much On New Information

We wouldn’t want new information to cloud our already-held beliefs, would we?

…the NIE suffers from a common problem in government: the overvaluation of the most recent piece of data…the bias toward the new appears to have exerted a disproportionate effect on intelligence analysis.

We should be biased toward what? Old information? Yeah, that’s it. Let’s base policy on old information. That new stuff just bothers some people.
