    I can hear it now; Gen. Westmorelands famous words, ” give me 100,000 more troops and this war will be over by next Spring”.

    Never has a General said he couldn’t win this war or that battle.

      They can’t insists on a declared war since we’ve had such great success with undeclared wars.
