Any U.S. company paying bribes is fraud as Felony Briber Halliburton & CEO Cheney were convicted of. And then paid the largest SEC fines in U.S. history!

Kellogg, Brown, and Root (KBR) – until recently a subsidiary of the Halliburton Corporation – agreed to pay a total of $579 million in fines for their part in a decade-long scheme to bribe government officials in Nigeria in exchange for construction contracts. http://www.pbs.org/frontlineworld/stories/bribe/2009/02/kbr-hit-with-record-bribery-fine.html http://www.sec.gov/news/press/2009/2009-23.htm

Problem is, Cheney wasn’t convicted of anything, or even charged. As is usually the case in these government fraud cases, only the company is charged and convicted. They pay their fine, and go on about their business. Never does an executive face criminal charges or do time.

Sounds like this is the cost of doing business in these foreign countries. Is there any investigation of the government authorities that took/solicited the bribes?

I don’t see how this is much different than the bribes rendered by U.S. municipal government to get Wal-Marts to move in.
